Here are the instructions for creating a new Template Part:

1. Go to the Admin Dashboard > Appearance > Editor. 
2. Locate and click on the Toggle Navigation icon.

3. Next, go to the Templates Parts tab and click on the Add New button.

4. Enter a Name for the Template Part and select the desired Area.
5. Proceed by clicking on the Create button.

6. Utilize the Toggle block inserter icon to choose the blocks and patterns you wish to include.
7. Add the content and make any necessary customizations.
8. Save your changes by clicking on the Save button to publish them.
